GOOD WIRING/FUEL DIAGNOSTIC MECHANIC?

I put a 5.3 in my 91 YJ and it’s running like turd. The issues seem to be:
1.) Fuel delivery. I upgraded my fuel pump to this,https://carter.opticatonline.com/part/bcqs-0-carter-p76225. It is rated at 58psi and 48gph. 58 psi is what the 5.3 requires. 48gph is a bit high but I thought the return line would handle any extra fuel. Hard starts,stalls,occasional gassy smelling plume from tailpipe. Too much fuel? I tested the pressure at the rail. When I prime it it goes to 20lbs. then falls rapidly. When running it’s at 48psi.When I diconnect the vac. line to the fuel pressure regulator it goes to 58psi. I drove it home like this and even though 58 is correct for the 5.3 it still ran poorly. I have a new fuel press. regulator on order, and a silverado fuel pump on order which I think I can modify to go in the tank. I also temporarily eliminated the fuel filter in case there was blockage.

2.)electric fan keeps blowing fuses. I have good connections,ground, proper gauge wire but it keeps happening. Also, the thermo switch I mounted on the block will not turn the fan on. amazon.com/Cool-75029-Degre … B000BTKA0U.

Any recommendations on a mechanic who can help me figure this out?
